A complicated situation
The security issue is complicated. Two types of Burmese are in Thailand, first the Burmese who hold citizen cards and are free to come to Thailand, and then also people from one of the ten separate ethnic minorities who sneak into Thailand to avoid prosecution by the military regime, SPDC (state peace and development council). In Thailand they live in refugee camps and are often stopped by Thai police who do not recognize them as refugees. In fact, Thailand and Myanmar are somewhat in cohorts, and as such the some organizations cannot be recognized by the Thai government and are also threatened by Myanmar government spies who see the organization as helping the opposition group.
